Regulatory Cost Charge

A surcharge of 0.569% of your bill is applied to all customer billings to pay the utility’s share of the Regulatory Commission of Alaska budget.

Service Connection Deposits

When applying for a new service connection, you must pay a deposit. The deposit covers the permit fee, plan review (if needed), inspections, and other utility costs. You will be billed or refunded the difference between the deposit and actual costs within 10 days after work is completed.

Note: If the meter is found to be out of tolerance, the deposit is refunded and the utility pays all testing costs. If the meter is within tolerance, the deposit covers the cost of removing, testing, and reinstalling the meter.

Service Deposits

When you establish a new water service account, you must pay a service deposit. The deposit amount equals two months of estimated water charges.

Deposit Refund:

  • Refunded after two years of on-time payments, OR
  • Refunded within 30 days after you request to stop service
  • Any outstanding charges are deducted before refund

Interest on Deposits:

  • Deposits over $100 earn interest at the legal rate
  • Interest is paid when the deposit is refunded

Billing and Payment

How Billing Works

  • Bills are sent monthly for the prior month’s water service
  • Payment is due the 4th Monday of each month. The account becomes delinquent if payment is not received at our office by that date
  • If payment is not received within 25 days after the due date, the utility may begin proceedings to discontinue water service

Automatic Bank Draft: Charges can be made by automatic bank draft. If your financial institution declines to pay the charges:

  • Your account may be subject to normal credit collection procedures
  • A $27.00 return check charge will be applied
  • Additional declines may result in the utility denying automatic bank draft privileges.

IMPORTANT NOTE Failure to receive a bill does not relieve you of the responsibility to pay for water service provided. Charges become delinquent on the due date whether or not you receive the bill.

IMPORTANT NOTE Automatic bank draft payments can only be made via auto-pay. We do not accept one time payments by eCheck or bank draft.

Payment Plans

The utility may, at its discretion, negotiate payment plans for past due accounts. If you are having difficulty paying your bill, contact our office to discuss payment plan options.

Important: The utility will not discontinue water service if:

  • You are unable to pay the full delinquent amount due and are in compliance with a signed payment plan
  • You are in the process of timely negotiation of a deferred payment agreement with the utility

Billing Disputes

If you dispute an item on your bill:

  1. Contact us first by phone or in person - we will investigate and respond within 10 working days
  2. If not satisfied, file a written complaint to our general manager
  3. We will respond in writing within 10 working days
  4. Still not satisfied? You may file a complaint with the Regulatory Commission of Alaska (RCA)

During a Dispute:

  • You may withhold payment of the disputed amount only until the dispute is resolved
  • You must pay any undisputed amounts
  • Within 20 days of final determination, you must pay any disputed amount determined to be due
