Why was my bill estimated instead of based on actual meter reading?

Bills are estimated when the utility cannot read your meter due to locked premises, weather conditions, road conditions, dangerous animals, or other circumstances.


If the utility is unable to read a meter at the usual or scheduled time due to locked premises, weather conditions, road conditions, presence of dangerous animals, or other circumstances, the utility will bill you based on estimated consumption and adjust your account with the next meter reading.

Consequences of repeated access problems

The utility may discontinue service if it is unable to read the meter at the usual or scheduled time for more than three consecutive months due to conditions created by you.
