The charge is a percentage of your billing amount. That percentage updates every year, effective July 1. It is adopted under regulatory oversight within limits set by the Alaska Legislature, which establishes a statutory cap — the percentage billed cannot exceed that limit.

What it pays for
This charge pays the utility’s share of the budget of the Regulatory Commission of Alaska (RCA). The RCA is the state agency that regulates utility rates and services.
