Can the utility shut off water for a previous tenant's unpaid bill?

No. The utility cannot shut off your water service because a previous tenant or owner at your address had an unpaid bill.


The utility will not discontinue water service to a customer for delinquency in payment for services rendered to a prior customer at the premises where water service is being provided.

Other limitations on disconnection:

The utility also will not discontinue water service:

  • If you are in compliance with a signed payment plan or in the process of timely negotiation of a deferred payment agreement with the utility
  • For non-payment of a bill related to another class of service at a different service location
  • For failure to pay a disputed amount if you comply with the bill dispute rules in Section W-004 and the dispute remains under investigation (however, you must still pay any undisputed amounts)
