Can my service be disconnected if the utility can't read my meter?

Yes. If the utility cannot read your meter for more than three consecutive months due to access problems you created, they may discontinue service.


Maintaining access to your water meter for readings is your responsibility. Repeated access problems can result in service disconnection.

The rule: The utility may discontinue service if unable to read the meter at the usual or scheduled time for more than three consecutive months due to conditions created by the customer.

What creates access problems:

  • Locked gates without providing key or access
  • Aggressive dogs or other animals
  • Construction/remodeling blocking meter access
  • Storage of materials blocking meter
  • Landscaping covering or blocking meter
  • Snow/ice not cleared from meter area
  • New structures built over/around meter
  • Not being present when required for interior meters

What doesn’t count as your fault:

  • Weather conditions beyond your control
  • Road conditions preventing access to property
  • Utility scheduling conflicts
  • Meter malfunction

Timeline for disconnection:

Month 1 - Access blocked:

  • Meter reader cannot access
  • Bill is estimated based on historical usage
  • You receive estimated bill with notation

Month 2 - Access still blocked:

  • Second estimated bill
  • Utility may attempt to contact you about access

Month 3 - Access still blocked:

  • Third estimated bill
  • Warning about potential disconnection

Month 4 - Access still blocked:

  • Utility may discontinue service with proper notice
  • Must follow disconnection notice procedures
  • 15 days notice before disconnection

How to prevent this:

  • Ensure meter is always accessible
  • Remove obstacles blocking meter
  • Secure dogs during meter reading times
  • Clear snow/ice from meter area
  • Provide utility with access codes/keys if needed
  • Respond to utility contact about access problems
  • Be present for scheduled readings if meter is indoors

If you have special circumstances:

  • Contact utility to arrange special access procedures
  • Provide contact information for scheduling
  • Arrange for someone else to provide access if you’re unavailable
  • Work with utility to find solutions
