Can I choose between flat rate and metered service?
If more than one rate schedule applies to your service, you may choose which one. However, certain properties (new commercial, multi-family) are required to have metered service.
In some situations, you may have a choice between flat rate and metered service. However, the utility will determine which rate schedules are applicable to your specific property and use.
When you can choose:
- If the utility advises that more than one rate schedule could apply to your service
- You designate which schedule to use upon application
- You can change your designation by notifying the utility in writing
- Rate changes become effective at the start of the next full billing cycle
When you CANNOT choose (metered required):
- New commercial structures - must have metered service
- New multi-family dwellings - must have metered service
- Existing properties where the utility determines flat rate is inequitable
- Home businesses with increased water demand (utility may require)
- Customers the utility has required to install meters by written notice
Changing your rate designation: To change from one rate schedule to another:
- Submit written notice to the utility
- Follow the adjustment request procedure (Section W-012)
- Change takes effect at the beginning of the next full billing cycle
- Cannot change from metered to unmetered if metering is required
Utility’s right to require meters: The utility may require metered service for existing residential properties with home businesses or for existing multi-family/commercial properties if they determine the flat rate doesn’t fairly reflect water usage.
Rate determination: The utility will inspect your property to determine the appropriate rate and may adjust charges if they find they’ve been charging the wrong rate.
